Three Colorado Rockies pitching prospects from the short-season Tri-City Dust Devils are among Baseball America's top 20 for the Northwest League:

No. 5 Chad Bettis, 21, right-handed pitcher, 6-foot-1, 193: The Rockies' second-round pick in 2010 had only a brief stay in Tri-City before moving up to Asheville. He dominated in both places, going a combined 6-1 with 1.07 ERA. Whether Bettis continues as a starter or returns to the bullpen, where he primarily pitched in college is unknown. From BA's scouting report: "Bettis' fastball sits in the 92-94 mph range and touches 98. His slider shows flashes of being an above-average pitch, but it needs more consistency, as does his changeup."

No. 7 Erik Stavert, 22, right-handed pitcher, 6-foot-3, 185: The 2009 seventh-rounder returned to Tri-City, where he made five relief appearances in his pro debut before being shut down with a shoulder injury. Working as a starter in his second visit, Stavert was 3-4 with a 2.90 ERA. From BA's scouting report: "Big and durable, Stavert has a quick arm and is a bulldog on the mound. He needs to work on pitching with a better tempo."

No. 18 Josh Slaats, 21, right-handed pitcher, 6-foot-5, 225: Taken in the fifth round in June, Slaats pitched just eight games afters signing late but left quite an impression with his few appearances. He was 1-3 with a 1.95 ERA and 42 strikeouts in 32 1/3 innings. From BA's scouting report: "Slaats has the ingredients to become a middle-of-the-rotation starter. No. 2 Abert Campos, 19, right-handed pitcher, 6-foot-4, 222: After two years in the Dominican Summer League, Campos was 4-4 with a 2.05 ERA in 15 starts at Casper. From BA's scouting report: "Campos has long, strong legs and an upper body that only will get stronger. That portends good things for a fastball that ranges from 88-93 mph and sits at 90-91 with sink. He holds that velocity deep into starts, delivering the pitch from a high three-quarters arm slot with good downhill plane to the plate."

No. 10, Will Swanner, 18, catcher, 6-foot-2, 185: A 15th-round pick in the 2010 draft, Swanner signed late when the Rockies have him third-round money for a signing bonus. He played just 18 games, but showed considerable power with seven home runs and little patience with zero walks. -The Rockies will hold a medical minicamp at Coors Field from Jan. 13-22. They run the program in even-numbered years, alternating it with a larger winter development program. The medical minicamp is primarily for players coming off injuries and largely for minor-leaguers.

But RHP Taylor Buchholz, for example, is scheduled to attend. Buchholz, who lives in the Philadelphia area, missed the entire 2009 season, underwent Tommy John surgery in June and is expected to be out until about the middle of next season. Among others attending will be minor league RHPs Casey Weathers, Josh Sullivan and Parker Frazier.

Weathers missed all of 2009 after undergoing Tommy John surgery in October 2008, but he is on track to be ready when minor league spring training begins. So is Sullivan, who missed all of 2009 after undergoing Tommy John surgery in March. Sullivan, 25, also underwent nerve transposition surgery in his elbow in April 2008 and had a labrum repaired in October 2005. He has pitched just 131 professional innings since being drafted in the fifth round out of Auburn in 2005.

"Honestly, there's not a whole lot left probably to work on now (in my arm)," Sullivan said. "So I'm hoping that I just have a new arm and I can kick-start my career. I haven't felt this good since before I ever had an elbow problem after my (shoulder) surgery in '05." baseballweekly.com

Tulsa's bullpen has issues. Alan Johnson is surprising everyone with an excellent 3-0 start in the Springs. 2008 1st round pick, Christian Friedrich, is bucking for a early promotion. However; 2nd rounder, Charlie Blackmon, won't earn anything until he starts showing some inkling of power in his arsenal.

The obvious question is where the heck is Everth Cabrera... well, he was lost in a Rule 5 draft. He was a main figure in the Asheville offense last season and will be sorely missed at the top of the order for the Nuts in 2009.

Our team projections for the Tulsa Drillers is up. There is a few extra players on the list in case of unexpected developments. David Patton would have been the closer but he was lost in the rule V draft last Friday. Hector Gomez gets the nod at SS in place of Chris Nelson, who is being groomed for the eventual 2B job for the Rockies in 2010.

FYI.. the rule 5 draft allows teams to pick up players for $50,000 from other teams who were not protected on the 40-man rosters. The drafted players must stay on the 25-man big league roster through the entire season or be exposed to waivers where the original team can re-claim the player for $25,000.

Teams also have expanded reserve lists of 70 and 100 players. Players not on the 70-man reserve list can be drafted in the AAA phase for $12,000 and players not on the 100-man reserve list can be drafted in a AA phase for $4,000 in those two additional Rule 5 phases. Those players immediately become contractual property of their new teams. Additionally, there is no "offering them back" like there is in the major league phase (no Rockie minor league player was taken in those 2 drafts). RoxHead does not have access to those reserve lists.
